I installed a cold air intake and while I gained significant
high rpm power I lost some low end power. What is the
best way to regain the low end power. Is it increase back
pressure? If so what is the best/cheapest way?

Cheapest way is to remove the cold air intake. Additional parts and a tuner will be costly.
