Jump solenoid if it turns over then your Motors good check your relays and ignition switch none of that works it could be your ignition wire to solenoid
This is exactly the same symptom as my 1999 Ford Windstar LX currently has. It may turn out to be the ignition wire to the solenoid, since when I looked in the box for a replacement starter the instructions say to change the connection. It says the original type of connection "Applications equipped with Motorcraft style PMGR starters have a no start problem that usually occurs because of a bad ground or due to corrosion at the ignition terminal of the starter solenoid." Is this what turned out to be the problem with your car? If it did, it gives me hope that replacing this connection will fix the problem with my car.
