why is foot pedal brake sticking slightly down making the car not move?

the foot pedal brake does not want come all the way up, making the car not go forward or reverse.  you have to hold it up once and then it's o.k.  This a v6 euro sport wagon.

The top of the brake pedal rides/moves on a bushing with a shaft that goes through it, sound like yours is binding or locking up. It could be lubed up but if its too far gone its better to replace the bushing with a new one.
