2017 Nissan Murano paint bubbles and coming off in sheets

My 2017 Nissan Murano recently developed a
paint bubble on front driver fender.  The
bubble popped and the paint is coming off in
sheets!  Local paint shop quoted $1600 which
is not possible.  Nissan should cover this
defect on my car that is not even 3 years old.  
Anyone else have this happen?

I would tell Nissan about the problem and demand a new paint job.
