Can someone help me figure out what this is

So the other day I heard a sound coming from the car but couldn't figure out
what it was.. the next morning I see this and now every time I drive it scrapes
against the road. It's by the driver's front side wheel. I've tried sticking it back
up into something that feels like a hole but it keeps falling back out. I'm not
very knowledgable when it comes to cars so any suggestions would really
help.

It's either a portion of the inner wheel well or a splash shield. You see that hole in it on the panel? That is where a plastic fastener has popped out. You will need to get another to properly secure it. You can find those at your auto part store in the aisle that has the miscellaneous parts labeled HELP.
TDolby is correct. However if it is too badly damaged from dragging on the road just cut that section off. You could buy a replacement wheel well if it exposes wiring or anything real important, but still need fasteners.

You must've picked up some detritus that beat up that thin plastic shield. As Will said, just cut off the dangling part; if necessary remove the wheel and investigate the mangled inner shield and judge whether you care to replace it. Maybe the windshield washer bottle is exposed, but that's not a big deal and you can ignore it as long as full normal turning is quiet. If this fender liner rubs against the tire it'll be much worse with snow or ice on it next winter, so use you judgement. Yes...all those annoying plastic clips....
