Heat bag ?

I have this friend who recently bought this sort of big bag device, which he
puts around his car in the winter to keep it warm and safe from the cold
enviroment. The car is completely isolated in the bag and the bag runs on
electricity 24/7 to keep hot air flowing around the car, what do you call such a
device, i would think this would be very expensive to have a bag pushing warm
air 24/7.
