what can make my car temp. rise?

i already changed the radiator and thermostat, has no leaks but temperature is
still rising; when i touch water deposit is not hot

check if the fans work and blow fine,try to check if the gasket is not flat or burn and if the water pump works fine.

Can it also be because of the coolant temperature sensor? Or if this was the case, would the check engine light turn on to tell the sensor is bad?
