how do i know if a fuse is blown or a light bulb

Look at the dash board when you turn the key. All the bulbs should light up during the light bulb check.

all other light up so this one that did not light up is a fuse that is blown,,, failed inspection becaue of wervice engine soon not showing up

Check your fuses and replace any that are blown. You'll have to check some with the key on if you are using a volt meter.

It could be there is a problem with the ECU (engine control unit). That's the thing that turns the light on. Get the codes read to see if there's a problem with it. Does the inspection place do repairs in your state?
