4wd is stuck in four low on my 99 expedition.
Tryed everything from taping on the actuator to
driveing forward and back. Nothing works.

If you NEED it out of 4 lo to be able to drive it remove the transfer case motor (3 bolts and 1 connector) and manually turn the stud with pliers or vise grips wrapped in rubber hose or electrical tape (to not mark/damage the stud). Youll want to verify that the front wheels are unlocked and freewheeling or you'll chew up your front gearset turning on pavement
