I have a whistling type noise (loud) and it sounds like its either my belt or the tensioner pulley. I was told it was the later. Can that become worn and need replaced?

I ask because it is a friend working on this and I don't want to keep buying
parts so I figured  would throw it out and see if I heard back. It is an old
vehicle.

Most serpentine belt tensioners are game over at 80,000 miles they can make all kinds of cute noises, at one time... thought I was going to have to shoot a Werewolf.. turned out it was a belt tensioner growling! Check ALL idler pulleys too.
