There is a possibility you have a vacuum canister leak. It could be when the engine revs slows you're loosing vacuum. You will require a service manual for your particular vehicle to determine the vacuum problem, but check the lines first. Some vehicles have a valve on the canister which opens and closes to maintain vacuum.

Problem ended up being the HEATER BLEND DOOR ACTUATOR had a stripped gear inside it. I was able to replace the gear with one from another actuator!
