Wont start jump started it but wouldn't
accelerate. Bought a new battery, now it
doesn't seem to be getting spark. I do smell
gas, what could it be?

DID YOU CHECK TO SEE IF THE STARTER IN WORKING ? ALSO CHECK THE COIL PACK !

Checking the coil on the 99 explorer isn't difficult. You'll need a multi meter to check resistance. Surf the net for the proper readings. I had to chance my coil and the readings were only slightly off. If you need a coil, purchase one from Motorcraft. I found aftermarket coils are usually out of spec for Ford vehicles out of the box.
