What might the problem be if my steering wheel is sticking while I am on the brake?

My Jeep Liberty's steering wheel is sticking while turning. But, when I push on the gas as I turn the wheel releases, most times. The power steering fluid tank is full.

Power steering pump or rack & pinion going out. Have someone drain the fluid and put a bottle of LUCAS power steering treatment in it and fill with new fluid.
