You shouldn't flat tow any vehicle with a steering wheel locked. You'll cause damage between the rod end and the steering wheel lock

Your front tires should act as caster wheels on a shopping cart, besides swiveling 360 degrees. If your wheels aren't centering themselves coming out of a turn then you don't have enough caster
