After driving uphill my car would occasionally lose all power, i won't be able to accelerate and i wouldn't be able to rev at all until i shift down a gear. It doesn't seem right?

You need to downshift when going up hills. This is normal for cars with a manual transmission.
It happened on a 60mph road I was at about 2500- 3000 revs. And it just dies until I downshift.
Lugging the engine on steep grades is not a good idea and the engine may die because the load on the engine is greater than the power output which is why you downshift.

What do you mean by tuning the car up? New air filter, oil change etc.
New spark plugs too. If your car has a cap, rotor and spark plug wires I would change them.
