What are you calling the "sender"? Have you replaced the fuel filter? Made sure the fuel pump is actually working?

The sender in the tank is an electrical device that sends a signal to the gas gauge and it has nothing to do with fuel delivery. If the fuel pickup screen is plugged with rust you might not get any fuel to the engine.

Picture the fuel pickup as a straw in a drink. Without suction you don't get any fuel. If the straw is plugged up you also don't get anything.
