Check the connections to it and all vacuum lines to and around the engine.

The higher the engine vacuum, the lower the voltage reading.

Now that I have some more information the distributor has a module pick up that can cause these symptoms, It is located below the rotor button and is a small item. Some distributors have to come out to replace it but others do not. It may have a different name but any good sales person at good auto parts store will know it by the "pick up". I had a bad pick up once and those symptoms you state happened to me, I used my snap-on brick and I could not find it with the computer. I changed it out just to rule it out and to my delight it never did it again. Mine just died after warm and after about 30 minutes it would go again for 15-20 minutes and die, I always made it home but took a long time.
