98 jeep Cherokee 4.0 wont crank

Jeep wont crank over, have checked the neutral
safety switch, have replaced the starter, have
tested the battery, have checked all the grounds,
have replaced the ignition switch,  have checked all
fuses, does anyone have any advice on what else
the problem could be?
