I cannot tell you for sure what your cause is. My heater did not work well and the temperature gauge needle stayed close to the bottom almost all the time. I tried changing the thermostat and that fixed it. The sensor was okay. Now I have heat and the gauge stays in the middle while driving. Mine is a 1994 Toyota Corolla.
