I saw this on the front passengers side of my
Kia Optima. Is this serious enough damage to
have a mechanic look at it?

No, that is just a piece of plastic. Are your tires oversized or has the car been lowered?

No I don’t believe so. I went over a parking curb a few months ago and now seeing this was curious.
