Why is there a grinding, rubbing sound underneath passenger side around wheel or axle?

There is a large, flat piece above the  frame that is loose and is rubbing against the axle or maybe the wheel.  What could this part be that is loose and swaying as we move.  Could it be a cover or shield that protects the frame, axle, catylac converter or another key part, and can it be repaired?  Thank You.

It may be just a heat shield from the engine compartment? I would have it looked at. I'm sure it can be repaired and I wouldn't let it go for much longer. You don't want it coming loose and damaging anything else on the vehicle.
