99 ford windstar theft light on

Hi this is the first time using this site so please
help I had to change my head gaskets in my van in
the course of doing that I had to disconnect my
battery well I put everything back together properly
put the battery back in and the theft light tripped I
had a locksmith come out and reprogram the keys
because the Code reads that there was no keys
stored in the system now that he is reprogram the
keys the motor will turn over but the light still
blinks rapidly and no start please help

If everything else is as it was prior to it not running then you need the locksmith to come back out and finish the job. Theft is a couple of modules that have to be on the same page, sequence number 1 and 1, 2 and 2. If power was supplied to the theft and not the pcm then they will be out of sync, 1 and 3, 2 and 4 etc. Have them erase all keys, reset parameters, and program a minimum of 2 keys to the truck. Unless there is something wrong beyond what you've described this should take care of it.
