how do I change the fuse that has a clear housing.?

Check under your hood for your other fuse box. Take off the lid. There is usually a little fuse puller tool attached to the inside of the lid. If not, just use a small pair of needle nose pliers to pull the fuse.

If your blower motor isn't working,and the fuse is good, tap on the bottom of it with a hammer with the blower motor switch on. It should be located on the passenger side under the glove box area. If while tapping on the blower motor it suddenly kicks on, you will have to replace it. The brushes are shot.
