It will vary from state to state, you can try getting a court ordered title, aka mechanic's title. There are other means of getting a title, by first registering in a state that allows an older car to be registered with only a bill of sale, then taking that registration to your desired state to get a title. Vermont, Florida (up until recently) and Alabama were 3 such states that this could be done, and really only works for truly abandoned older cars. However, if your car has an ACTIVE title status in your home state, the only way to get it is via a court order or contacting the last titled owner and getting them to sign it over. Your state's DMV or BMV web site would have the process explained and forms needed.
Some states require a title to scrap a car. Go to your state's DMV web site, most allow a basic title search on the VIN, or you can pay for a title search in person for a few bucks, or have a dealer or insurance agent do it. An active title status (especially with liens) complicates the matter.
