1998 ford escort se; cooling fan issues

temp gauge does not go above half way, and fan does not come on at all, even when the
a/c is switched,  could the bypass in thermostat housing preventing the engine from
coming to temp, and thus the fan not operating, motor tested good, also, I have changed
CCRM, and ECT, still nothing,  Tell its not the ECM., and can rebuilt ECM's be trusted?

check your cooling fan fuse under the hood i had the same problem replaced the fuse and relay and it started kicking on again 95 -2000 all had this problem

as far as I know the CCRM, is the relay for the fan, the fuse looked good but will change it. The fan motor is good, works in low fan phase anyway, jumped same and it ran, is there a separate relay outside of the CCRM, where might I find it?
