Sounds like too much resistance in the turn signal wiring harness. Check all of the sockets for the turn signals and see if they are corroded or gunked up. Clean them with electrical contact cleaner and lubricate the bulbs with a waterproofing dielectric grease, available at auto parts stores. Visually inspect the wiring for any cracks or breaks in the wiring that could cause the lights to ground out. Also have the seat heaters checked, it is possible they are somehow causing the fuse to blow, these pull a lot of amperage and if they are malfunctioning it may be related.
