Starter relay is underneath the fuse panel under the hood. If you lift up the fuse panel the relay would be located underneath bolted to the frame.

The Starter relay is mounted to firewall on the hood underneath the fuse box or TIPM (driver's side front panel under the hood). However, if the relay has been previously replaced, it could be laying under the Fuse box/TIPM or tucked in fender wall. This is because a new relay may NOT have the same mounting hardware as the factory relay. Thus, a replacement might be flopping around without the mounting plate.

It’s inside the Tipm which has 2 levels to it and has to be soldered in like on a mother board very hard to do

I also have a 2007 Dodge 1500 Hemi. I pulled the fuse panel all the way up, there is not one on the back of the fuse panel or on the frame or in the fender dangling around. There is not one there.

Mystery solved, Dodge built into the Tipm various relays in the circuit panel. You cant find regular square style relays it's all part of the fuse panel. A friend who is a certified mechanic said they just replace the whole Tipm. On the Dodge ram that is one of the most common parts replaced because of that. Dodge did us no favor because now we replace an expensive part versus a 40 dollar part. The only good thing would be is you would be replacing many relays not just one in one shot. Also instead of guessing which relay went bad just replace all in one shot.
