My A/C works just OK. I want to refill the gas. Do I need to vacuum pump, or can I just refill?

I have a 2005 Mazda 3, hatchback. My A/C has never been maintained, refilled
or
checked. It works just OK, doesn't cool as much as it used to. I imagine the
amount
of refrigerant gas gone down and I need to add some.

Do I need to vacuum pump the gas that's already in the A/C, or would it be OK
to
just add some gas as it is? Also, would I need to add oil? What's the best
practice?

I've read in many forums that the A/C systems needs to be vacuum pumped to get rid of the moisture that builds over time. Topping off the A/C with 134 is generally not the best practice they claim. Just curious what others think?
