Do 2018 or older RAV4 Hybrids have the gas tank issue?

I am in the market for a RAV4 Hybrid and have been aware of the 2019+ RAV4
Hybrids having the fuel tank issue where they cannot fill up the gas to to Full.
Do the older RAV4 (2018 and older) have this issue? I don't think they do but
not sure.

LOOK AT THE HONDA. STAY AWAY FROM TOYOTA.
I have a 2018 RAV4 XLE. It appears to suffer from the same issue. I cannot get it to fill over 11.5gal, while it's specified tank capacity is 15.9gal. :|
Sid_ATX, I have the same issue. 2018 Rav4 XLE Hybrid has a Toyota stipulated 14.8 Gal tank and I can never fill more than 11.35 Gal. One time I took my vehicle to zero miles fuel range and I was able to fill with 11.995 Gal but it's not ideal to do this. I took my vehicle to Toyota and they say that it's an issue with the tank design. I asked them to fix the issue and they said that there is no issue, it's a desig flaw. Again, I told them to fix my issue and said that my Toyota Rav4 doesn't qualify for the fix. My vehicle works fine, but I am frustrated that I can't get more miles out of my Rav4 because of Toyota's damn excuses and no fixes to the 2018's. Once I finish paying it off, I am done with Toyota. 11.5 Gal MAX is not acceptable Toyota.... NOT ACCEPTABLE!
