Flashing check engine light

It is telling you to have ECU scanned the car has and issue.

When the check engine light is flashing it means you have a misfire. The most common cause on the Protege5's is coil pack, sparkplugs or plug wires. Fortunately, all of these are very easy and quick to change on this car.
I have had a lot of those things already fixed it was running fine for a month then it started acting up again. I just don’t know what to do anymore.

When my Mazda misfires, it's always the ignition plugs. The engine light sensor reads an O2 error of some sort. The problem is... you must change the correct 2 plugs in order to fix it, and mechanics don't always get that right. Just change all 4 and it will run another couple years just fine.
I’ve change the coil packs wires & spark plugs a month ago. Before the engine light came on or started flashing. What else could cause engine light to flash. Maybe an 02 sensor?

Have you hooked it up to an OBD-II? If you don't have one, you can go to any major auto parts store. They'll check it for you for free and it'll point you in the right direction. I've had the issue as well. Besides the coils, wires and plugs, replace the O2 sensors themselves. They're not too hard to do. I'd also look at the mass airflow sensor, check for cuts/holes in the air intake pipe, and clean the EGR valve. All pretty straightforward (EGR is a bit tedious, which is why I wrote it last),
