WILL A BAD FUEL PRESSURE VALVE PREVENT THE FUEL PUMP FROM WORKING?

I HAVE PERFORMED REGULAR TUNE UPS ON  VEHICLE SINCE NEW.
THE VEHICLE WAS STORED OUTSIDE FOR 4 YEARS. THE TRUCK
WOULD CRANK NOT RUN. I REPLACED THE BATTERY. I CHECKED THE
FUEL RELAY OKAY. INERTIA SWITCH OKAY. FUEL FILTER OKAY.   I
DEPRESSURIZED FUEL SYSTEM TO CHANGE FUEL FILTER. THE
TRUCK WILL RUN WITH STARTING FLUID BUT NOT WITHOUT. PLEASE
HELP

No, but it sounds like the pump may not be functioning and in need of replacement. It is over 10 years old and may have failed due to age.

FUEL PUMP IS WORKING. WHERE IS THE FUEL PUMP REGULATOR LOCATED? WHERE IS THE FUEL PUMP DRIVER MODULE LOCATED?
