is it a good idea to buy a 1999 mazda 626 with 108,000 miles on it?

not really high millage,as long as mantince has been kept up see no reason not to.
If the price is right, why not? The mileage is not indicative of a worn out car. It kind of depends upon what kiind of miles they are: lots of stops and starts like city driving, or are they highway miles? I would ask some questions and take it for a good, long test drive.
mazda's go for ever,at 108k that's running in mileage
