what is the dealer cost for the rails and

I know I can do that but I want to know their cost, not the cost typically charged to customers. What is the "invoice" cost of the rails themselves. and some estimate as to a good deal on the install cost?

If this was an option you could look at what the factory charges to install these parts at the factory. Clearly retrofitting these parts is more costly than a factory installation. You can try to negotiate the cost with your dealer but you won't get anywhere. Some dealers do offer a limited time discount for accessories when you buy a new car so you might want to ask them about that. The best time to negotiate such things is Before you buy the car.

The Honda website build a 2019 CRV function does not include optional factory installed roof rails. So my guess is the roof rails are always installed after the vehicle arrives at the dealership. Online sources show MSRP of $399 for the parts only, but new genuine Honda parts can be found discounted online for $277.50 or maybe even less.
