Is fuel consumption comparable?

I currently own a car that has a fuel rating of 8.5L/100km. Over the last year it
actually has averaged around 8.1L/100km. I was wondering if i purchased a
car with a rating of 7.9L/100km (assuming i drive under the same conditions),
will i see the new car usage around 7.5L/100km?

Car ratings are close, sometimes you get a little more, sometimes you get a little less. But it should be close to its advertised fuel rating...

So in theory i should get below or around the combined fuel rating, since i do with my current car
