AC compressor pulley

Is my AC compressor pulley supposed to rotate

when the AC is not on

Just the pulley should rotate not the clutch plate.

In other words, the outside of the pulley will rotate all the time. But the inside of the pulley (clutch plate) will only rotate when the compressor is on. Hope that helps! Jim
