when buying a set of tires for a 1998 Ford Ranger should it include the spare tire?

I would check the condition of the spare.Does it hold air?Is it dry rotted?Is it the same size as the other 4? Also I believe the spare gets lowered with a crank.These rust up.Id make sure it works.
