1998 Mercury Mystique starting problem

The car has power, lights, locks, interior lights, etc. work. It won't turn over, the security lite on the dash shows a 1:2 fault code, which I can not find what that code means. Bypassed starter with a wire to ground. The car turns over with the ignition key with the bypass, but doesn't start. There's power going to fuel pump, but pump doesn't turn on. All fuses are good. Battery pushes out 13 volts or amps when cranking over. Have any ideas how to get it running?

You have couple different issues here. 1. If you say you have voltage going to the fuel pump but pump doesn't work, then the pump is bad. 2. code 1:2 is for a bad clock spring inside the steering wheel/column, that can affect the no cranking issue
We put in a new clock spring, put in a new fuel pump and a new battery. It still does nothing when trying to start with key. When we put a jump wire in, it will crank, but not start. With a garage computer connected to the car, we could turn on the fuel pump and run the fan. Don't know what else to check, it passed the tests that can run while key is turned to the on position but not running on the garages computer. Any ideas?
Sounds like the ignition switch or key is not communicating with ECM. You probably don't have spark, fuel or nothing coming out of the computer. If you checked all fuses and you say they're good, you're gonna have to take it to a shop and have diagnosed with a live data scanner
A mechanic diagnosed with data scanner. It passed all test but still wouldn't start. When he read the basic information on the scanner, such as make, year, engine size, etc., he found the problem. The vin number is not found on the pcm. Is there a way to program it in without taking it to a dealer or buying another one?
If pcm is bad, u need to get a new one and get it programmed (flasshed)
