Replace your rubber hose going to caliper. It's probably internally collapsed. Well inspect first. Press brakes. With them locked on rotor loosen the rubber hose from caliper(not from metal line). Does brakes now release? If so replace the hose.

This is still a question the pads never really lock on to the rotar its just like they dont relase all the way at times i unhooked the rubber line but couldnt tell if they let go im just going to replace the hose and hope that helps
Ok now they will not release completely off to where you can see between them and the rotor. They will only release enough to allow the rotor to spin freely.
When you replaced the pads did you let the caliper hang from rubber hose or bend rubber hose in any way? If so it's probably your problem.
