Code 16 is related to the passenger front airbag depending on the weight of the person on the passenger seat. Check the wiring underneath the seat for compromise due to moving it back and forth.

I've checked under the passenger seat and all the wiring seems intact. This vehicle was a police investigation car. Although it didn't have all the interceptor bells and whistles. There seems to be a hole in the dashboard just left above the glove compartment. Like something was removed, perhaps a light of some sorts.
