Power steering

I was test driving a 2003 Mini Cooper s
yesterday and have one question, never
driven a mini before but when I started it up
and started driving the power steering didn't
seem like it was working, but he said that
happens when you start the car up too fast
and just take off without letting the gauges
and cluster and get started first. I'm not
familiar with this just wondering if this is true.

Also after it wasn't seeming to work, I pulled over turned it off and started it again waiting for the cluster to come on and it did work after that

I would find another car to look at, sounds like that one has multiple issues. Also Mini can be very exspensive to repair.
