Why can't I rate the dealership I wasted my time on?

Why can't I rate the dealership I wasted my time on ? Central Houston Nissan
is posting bait cars and they still have a vehicle on this website that they
specifically said they already sold. This is not right. I'm trying to post a review
and this system will not let me saying I have to wait one day before I can post a
review, and it has been 2 days now.
