How do I trouble shoot the fuel system on 1987 Grand Marquis?

I replaced the fuel relay but the car still will not stay running more than a few seconds. The car dies Immediately when I press on the gas pedal.  The car started missing and sturggled to run while I was on the road. Also, when I pressed on the gas pedal the symptons got worse. It finally quit runing on my way home.

If the Car has no fuel pressure does that mean the fuel pump is bad? The fuses are good the relay was replaced.
