I have the exact same car and had the same problem. It's one of two issues. Your transmission modual which sits right under your pcm or it's your pcm . Mine was the pcm. They are notorious for that. Besides that they are great cars. If you need help with location of these let me know its pretty easy..
That car also has an adjustable neutral safety switch that may need readjusted. It sets directly under battery. I hope all this helps ya out..
Thanks yes I'm not a mechanic so any help would be great so I tell someone where to check. Thank you all so much

My 95 has 106K miles and does not change gears right at low speeds; it does better in drive 2, but the rpm's go up and I cannot go over 40mph. Cannot find a rebuilt transmission or parts to rebuild mine. Also problems with overheating over the years. Wish I could fix it..
