Fuel rail isn't firing

Hey guys, I have a 2001 eclipse gs. I just replaced the
motor in it as I'm turning it into a fwd race car for dirt. I've
had it running for weeks now. I took it into the shop and
welded a Roll cage in it "took battery out" and finished up
welding and took it home. Changed tires on it last night and
had it on jackstands. We had a terrible lightning storm and
rain. It was on jackstands. I was making the dash today and
decided it to move it under a shade tree since it was hott. It
would crank and crank but not fire. I took the fuel rail off
and had a friend crank it and they won't open up. But is
getting great pressure. As it would blow my last injector out
after we were done cranking. I checked all fuses etc. If I
spray ether in It it will pop right off and then die. I pulled the
ECU and there was definetly moisture in it and even some
black char on the board. Did it get struck by lightning and
isnt allowed the rail to open? If it "is" the ecu do I have to
have the same year make model to put a new one in? I
don't feel like spending 700$ for a new one when I can go
to a local junkyard. Sorry it's long, but I gave as much info
as possible. Please help!

Thanks for responding man I really appreciate it. The BCM was completely soaked aswell. I ordered a new one off of ebay since it was cheap. I did some research and I seen that if that doesn't correspond with the ECU the rails also won't open. I figured I would go with the cheaper stuff first. Now my next question is, does it have to be the same exact year make model that I pull the ECU from a car to put in this one? And yes, I was building a secured box around the ecu yesterday untill I realized it wouldn't start. I was a day to late darnit
