99 Mitsubishi Galant problem?

My Galant has LOTS of problems but this problem
just recently started happening and i need some
answers. Whenever i try to turn my steering wheel
all the way to either side it gets to a certain point and
then starts stuttering, and it continues to stutter until
it reaches the furthest it can turn. At first, i thought it
was my tires being too flat, but when i filled them up,
it continued to happen. Also, i dont know if this is
related or not, but when i pulled up to my house and
opened my car door, i heard an obnoxious
squealing noise, which came from the front left side
of my car. If anybody knows how to fix this, please
help

First check the fluid level and make sure it full, if that's ok then its possible you power steering pump is no good
