I have replaced idler pulley, serpentine belt,
harmonic balance, checked all pulleys for
looseness and alignment. The noise is coming
from idler pulley when you listen to it with screw
driver. When you spray water on idler pulley
chirping noise goes away. What else can I do???

is the tensioner ok tightens the belt..is the new belt glazed???try another belt and if the idler pulley is sealed you can sometimes drill a small hole into it to get some grease in there....
also did you run it with the belt off for a few seconds??noise gone? somtimes the sound will travel to where you hear it from somethig else
Belt is tighten to factory specs. Replaced serpentine belt 3 times. Belts are not glazed. 3rd idler pulley. Even centered the idler pulley so belt runs center pulley. Last thing I did was sandblast the running surface of pulley. Worked for little bit.
The only thing that that will turn when I take the belt off is crankshaft.
I wonder if a factory idler pulley and adjusting screw will eliminate chirping noise vise an after market pulley
