Every little power even when held to the floor
it will hardly get up to speed

Check fuel pressure. Clean/check all sensors, throttle body. Check plugs, wires, cap, rotor. Run an OBD1 scanner on it (or whatever CEL system it may have). Beyond basis maintenance stuff if problem persists you may want to check compression, timing, valve tolerances, lifters/cam, oil pressure. You make no mention if standard or auto or mileage on drive train. If engine revving but no speed can be torque converter or tranny related.
