I have a 1993 mitsubishi 3000gt Manual non turbo. The car turns on and runs great but when I switch it to turn it off the car wont turn off. I have to let the clutch go on first then reset the battery

Sounds like your ignition switch itself is bad. Also check the electrical connections on it. There are two screws that hold the wire harness to the back of the switch. These are known to become loose causing similar issues. Drop the bottom steering wheel cover. On the left side of the steering wheel you can access these screws. Maybe just tightening them will get you going.
