Turn signals stop working on 97 Ford Explorer

My 97 Ford Explorer turn signals just stop
working hazards still work fine. In fact if I run
the hazards for 10 or more minutes the turn
signal will work again for short period before
cutting back off. Any one know what this
mean ?

Just to add, wiring diagram for turn signal. You can see fuse--multifunction switch--flasher. You might be able to use jumper wire to bypass flasher, proper wires, the turn signal bulb should burn, but, it won't flash. Now if it will burn where it wouldn't before, I would suspect the flasher. Just my opinion.
