There are two on most vr4 models. One is under the fuse box on the passenger side of the engine compartment. If you have factory air box you will need to remove it to reach relay under the fuse box. There should be enough spare wire to pull it out from under the fuse box to change it out. There is also one on the passenger side kicker panel under the carpet. Real close to your radio. Big gold looking relay. Hope this helps. Note that your fuel pump will only pump when the ecu sees that the engine is turning over. Pump will not prime when key is just turned on like a lot of other cars do.

How many miles since your timing belt was replaced? Also these cars are real funny about their grounds. All kinds of weird stuff acts up on them with a bad ground. Check and clean all your grounds. At the battery, frame and block. This might help with the problems you are having.
